Penang’s housing market remains stable, with buyers increasingly focused on price, location and practicality.

Demand is growing for homes below RM500,000 and above RM1 million, with both segments recording price growth of about 7%.

From 2021 to 2024, the share of non-landed sales between RM500,000 and RM999,999 fell from over 33% to below 25%.

This suggests that many middle-income families find this range increasingly difficult to afford, while higher-income buyers often prefer premium properties. 

Homes between RM500,000 and RM999,999 must offer stronger value through better locations, practical layouts, quality amenities and manageable financing. 

Projects that fail to meet these expectations may face slower sales and pressure to adjust their prices or designs.

Rent-to-Own and other assisted-ownership schemes can further support households that can afford monthly payments but struggle to secure conventional bank loans.

Overall market confidence remains encouraging.

Penang recorded 48,496 residential transactions between 2023 and 2025, compared with 44,986 between 2020 and 2022. The increase was 3,510 transactions, equivalent to 7.8%.

The average residential transaction price reached RM508,837 in 2024, up 19% from its 2020 low.

In 2025, Penang remained northern Malaysia’s most valuable property market. 

Its RM15.13 billion in transactions represented 40.5% of the region’s total transaction value, while Penang’s All House Price Index rose 2.7%. 

The Penang State Government is also expanding housing choices for families.

Around 180,000 Rumah MutiaraKu homes are completed, under construction or being planned towards the target of 220,000 homes by 2030.

Price-controlled categories range from RM42,000 to RM400,000, including the new Class D landed homes for eligible middle-income households.

For families facing difficulty obtaining bank loans, the State Government’s Rent-to-Own programme provides a pathway from renting to eventual ownership.

Penang’s industries, employment opportunities, infrastructure, healthcare, education and lifestyle continue to support housing demand.

The next step is clear: respond to the weak middle segment with homes that are genuinely affordable, efficiently designed and supported by practical financing solutions. 

That will make Penang’s housing market stronger, better balanced and more responsive to the real needs of families.
